European Tyre and Rim Technical Organisation (ETRTO), who state that tyres may be considered new for 5 years from the date of manufacture. We ourselves don't sell tyres older than 36 months old.
Retreaded tyres are those on which the top layer of rubber has been re-applied after use and therefore may not meet safety standards. For drivers on a tight budget, a better choice would be new economy class tyres with good performance but a low price.
